CU marks to a fixed table. A+ needs 80% and above, and that threshold does not move with the strength of your cohort. This is the straightforward case. The band is published, so a calculator either matches the regulation or it is wrong. It has been running in Chittagong since 1966.
10 grades sit on the scale. 40 to 44.99% earns you D, worth 2 points, and that is the lowest grade carrying any points.
CU issues no conversion formula. Any percentage you have seen quoted for this university came from somewhere else, and a foreign admissions office is entitled to reject it.
Use the table as a starting point. Authority rests with the registrar. Final-year students feel that ordering most.

CU uses the credit-weighted method. Grade point times credits gives quality points per course; total quality points divided by total credits gives the GPA. The source document is linked at the top of this page if you want to read the original wording.
Not unless CU or the body receiving your application publishes that formula for your specific purpose. The multiplier is a convenience, and it carries no official standing.
